AC Milan have submitted a formal €40m bid for Gonçalo Ramos, but Paris Saint-Germain have rejected the opening offer as they value the Portugal international closer to €50m.
The Italian club identified the 25-year-old striker as their primary target following the appointment of coach Ruben Amorim. Ramos was already on Milan’s radar during Max Allegri’s time in charge, and the new regime has now acted upon that long-standing interest with a concrete proposal.
However, PSG are unwilling to accept the current terms. The French champions paid €65m to sign Ramos from Benfica in 2024 after an initial loan spell. They consider the €40m offer insufficient and are holding out for a significantly higher fee to minimize the financial loss on their investment.

Ramos contributed 12 goals and two assists in 45 competitive appearances for PSG this season. His efforts helped the club retain the Champions League trophy, demonstrating his capability at the highest level despite operating within a squad featuring numerous attacking options.
Rival interest
Milan face competition from Atletico Madrid, who have also registered interest in the forward. The Spanish club are monitoring the situation as they consider their own attacking reinforcements, potentially driving the price higher if they enter formal negotiations.
The approximately €10m gap between Milan’s offer and PSG’s valuation suggests room for compromise, though the Parisian club holds a strong negotiating position given Ramos’s contract status and their substantial outlay to acquire him just last year.
Amorim has made the striker his first-choice objective as he reshapes the Milan squad. Securing the Portugal international would represent a significant statement of intent from the new coach, but the club must now decide whether to improve their offer or risk losing the player to competitors.
