Monheim council blocks Bayer Leverkusen youth academy after decade of planning

Bayer Leverkusen‘s ambition to build a dedicated youth academy in Monheim has suffered a significant setback after local politicians rejected the proposal. The city council voted against initiating zoning procedures for the planned “Bayer 04 Campus”, blocking the Bundesliga club’s attempt to secure a new long-term home for its academy operations.

The decision followed a secret ballot in which 25 councillors opposed the motion, while 19 voted in favour and one abstained. With 45 members participating in the vote, the narrow majority effectively halts a project that has dominated the club’s infrastructure planning for the past decade.

Club chairman Fernando Carro expressed visible frustration at the outcome. “This vote is a huge disappointment for us,” he stated. He highlighted that Leverkusen had spent ten years developing the concept, conducting assessments and making adjustments to meet regulatory requirements. The club had hoped to move forward with a structured evaluation process that would allow professional analysis of the revised plans.

Environmental Fears Sway Council

The rejection stemmed primarily from ecological concerns. Representatives from the SPD, CDU and Green parties argued the development would cause unacceptable damage to the regional greenbelt. They specifically cited the loss of green space and the sealing of land as disadvantages that outweighed the potential sporting benefits.

However, the proposal found backing from across the political spectrum. The Left Party, AfD, FDP and Peto party supported advancing the zoning process. These groups argued that approving the initial procedure would enable further technical evaluation and meaningful dialogue with affected residents, rather than blocking the project outright at this stage.

Uncertain Future

Despite the defeat, Leverkusen has vowed to continue pursuing the academy. Carro insisted the club would “remain persistent” while carefully studying the council’s reasoning. He stressed that creating state-of-the-art training facilities remains essential for Bayer 04 to sustain its competitive standing both within Germany and in European competition.

The vote leaves the future of the “Bayer 04 Campus” unclear after a decade of preparation. The club must now decide whether to seek alternative locations, revise the current proposal to address environmental concerns, or pursue other strategies to secure the infrastructure Carro believes necessary for long-term success at the highest level.
